When Two Ecosystems Recognize Each Other
On March 25, 2026, Tiffany Liu, who leads Global Partnership and Community at GFTN (Global Finance and Technology Network), and Wei Jie Chan, Head of TOTM Labs, made the trip from Singapore to the GOE Alliance office at VIFC Building, 8 Nguyen Hue, Saigon Ward, Ho Chi Minh City.
What brought them here was straightforward: two organizations working on the same problem from opposite ends of Southeast Asia, sitting down to figure out what they could build together.

Built From the Same Blueprint
GFTN is Singapore's fintech coordination body — the connective tissue between financial institutions, regulators, and technology companies across the global financial system. GOE Alliance plays a similar role inside VIFC-HCMC, serving as the strategic and policy coordination layer for Vietnam's emerging on-chain economy.
Put them side by side and the resemblance is hard to miss. Both sit at the intersection of institutional finance and emerging infrastructure. Both treat policy credibility as a prerequisite, not an afterthought. Both are trying to make participation in the on-chain economy practical for governments, enterprises, and capital.
The March 25 meeting was less an introduction and more a recognition.
What the Collaboration Could Look Like
The conversation surfaced two directions worth pursuing.
On the events side, GFTN offered to host a GOE Alliance roadshow in Singapore, giving VIFC-HCMC direct exposure to the international investors and financial institutions in GFTN's network. GOE Alliance, in turn, brings that relationship back into Vietnam, connecting GFTN with the enterprise and government stakeholders already active inside VIFC-HCMC. Each organization opens a door the other hasn't walked through yet.
On the technology side, Wei Jie Chan and the GOE Alliance team found real alignment on where the on-chain economy is heading. Both see AI integration as a natural next layer of the on-chain economy, and both are planning to develop on-chain projects together. TOTM Technologies brings the technical depth. GOE Alliance brings the institutional environment in Vietnam where that work can be deployed with regulatory backing behind it.

Looking Ahead
GOE Alliance and GFTN are looking forward to what the collaboration becomes - across events, infrastructure, and the on-chain work both organizations are building toward.
