Working Session with UEH on the Blockchain Sandbox Study for VIFC-HCMC

At noon on March 4, 2026, the Global On-Chain Economy Alliance (GOE Alliance) joined a working session with the University of Economics Ho Chi Minh City (UEH) to begin implementation of a Consulting Report on Sandbox Mechanism for Blockchain and Crypto Assets Within the Vietnam International Financial Center at HCMC (VIFC-HCMC).

The meeting was held at the VIFC Building and brought together a delegation from UEH, representatives of GOE Alliance, and Mr. Nguyen Huu Huan, PGS. TS. and Vice President of the VIFC Executive Agency.

From Research Dialogue to Implementation

This session followed the earlier Scientific Workshop organized by UEH on The Development of Sandbox Mechanism for Blockchain and Crypto Assets at VIFC-HCMC. While the workshop focused on academic discussion and policy framing, the March 4 meeting marked the transition toward implementation and structured collaboration.

The objective of the session was to formally initiate work on the consulting report and align participating institutions on direction, timeline, and next steps.

Roles within the Collaboration

The sandbox consulting initiative brings together several institutions with complementary roles:

  • VIFC-HCMC – Lead unit responsible for overall coordination and institutional alignment.

  • UEH – Research and consulting unit responsible for developing the policy and technical framework of the sandbox mechanism.

  • GOE Alliance – Sponsoring and industry-support unit contributing expertise from the on-chain economy and digital asset ecosystem.

This structure allows the initiative to combine policy research, institutional leadership, and industry participation, ensuring that the sandbox framework is developed with both regulatory and market realities in mind.

Initiating the Implementation Phase

The working session focused on several immediate priorities:

  • Confirming the scope and structure of the consulting report

  • Aligning institutions on the policy direction for the sandbox mechanism

  • Establishing the implementation timeline

  • Preparing the next stages of research, consultation, and drafting

More broadly, the meeting signaled a transition from conceptual discussion toward practical implementation, demonstrating the readiness of participating institutions to move quickly in building regulatory infrastructure for emerging technologies.

Supporting the Development of the On-chain Economy

A regulatory sandbox provides a controlled environment where new financial technologies can be tested under regulatory oversight while managing systemic risks. For VIFC-HCMC, developing such a mechanism is an important step toward integrating blockchain and digital assets into a structured financial center framework.

Through collaboration between VIFC-HCMC, UEH, and GOE Alliance, the initiative aims to contribute research and policy recommendations that support the responsible and regulated development of blockchain-based financial infrastructure in Vietnam.

The March 4 working session therefore marks the beginning of a coordinated implementation phase—bringing together academic expertise, institutional leadership, and industry participation to help shape the regulatory foundations of the emerging on-chain market.
