Vietnam Innovation & Policy Labs is live. ๐ป๐ณ
29 July in Ho Chi Minh City, GOE Alliance, AVSE Global and the Tony Blair Institute for Global Change signed the Founding Declaration of Vietnam Innovation & Policy Labs (VIPL) โ an independent policy research and advisory institution, built to bring practical expertise into Vietnam's policymaking process at the right time and to international standards.

Witnessed by Mr. Nguyen Manh Cuong (Vice Chairman, HCMC People's Committee), Mr. Pham Huynh Quang Hieu (Deputy Director, HCMC Dept. of Science & Technology), Mr. Nguyen Anh Tuan (Chairman, VAFIE) and Mr. Luu Trung Thai (Chairman, MB Bank) โ at VGIC 2026, alongside 100 Vietnamese innovators from 30+ countries.
Why now. Vietnam is writing an unusual number of foundational frameworks at the same time: the national financial system reform program, the international financial centre, digital assets, the country's first commodity derivatives law, and the standards that govern how Vietnam integrates with global financial markets. Each of these will shape where capital can flow for the next decade โ and each is being drafted right now.
What VIPL contributes. Not commentary after the fact. Research, comparative practice and market reality delivered while frameworks are still being written โ through three focus areas: financial institutions and capital markets ยท the digital economy, new asset classes and innovation ยท international financial integration and standards.
And the part GOE brings to that table. Vietnam's constraint in this cycle is not capital and not demand โ it is verifiability. A bank will not lend against a commodity it cannot verify. A foreign investor will not price an asset it cannot audit. A regulator will not open a market it cannot supervise.
This is precisely what on-chain infrastructure changes. It turns trust from something that has to be granted into something that can be proven โ provenance that a counterparty can check, ownership that settles without ambiguity, and supervision that reads the market in real time rather than in quarterly reports. That is the contribution we intend to research, test and put in front of policymakers: on-chain rails as Vietnam's trust layer for the reform decade.
