[Recap] WORKSHOP: VIFC Day 1 - Promising Land 001

This morning, we turned the lights on.

At the VIFC-HCMC Building on 08 Nguyen Hue, we opened Sáng Đèn (“Turning on the Lights”) — the first event in a three-month series bringing the Vietnam International Financial Centre to life, hosted by GOE Alliance and the IFC Pass in Vietnam.

The room said it all. 50 founders, investors, fund managers, Web3 builders, bankers and advisors — gathered in the morning. VIFC stopped being a policy on paper and started becoming a community.

Two keynotes set the tone:

• “Promised Lands That Came to Life” — Nguyen Phuong Ly — Project Director, Tony Blair Institute (TBI) walked us through how the world’s great financial centres took shape: Dubai’s DIFC, Singapore, and London’s fintech hub — and the narrow “window of opportunity” each one seized to define its era.

• During the keynote “Vietnam: The Promising Land,” Khoa Nguyen, Secretary General of GOE Alliance, shared insights into VIFC’s emerging legal foundation, the multi-layered ecosystem that underpins successful financial centres, and the critical role of early communities in defining the direction and identity of a new financial hub.

My message was simple: a promising land doesn’t begin with a building. It begins with the people who arrive first.

Vietnam now has the legal foundation — Resolution 222 and eight implementing decrees. The stage is built.But every great financial centre — Dubai, Singapore, London — was made not by its towers, but by the community that chose to converge there early. That advantage can never be bought back later.

So our invitation is this: let’s build the VIFC ecosystem together, from day one.
