GOE Alliance Launches Vietnam's First Compliant On-Chain Innovation Framework at DAVAS 2026

For years, Vietnam's on-chain ecosystem has been caught in the same deadlock: enterprises want to build, but there's no compliant framework to build *within*. Policy moves forward. Adoption waits. Nothing connects them.

At DAVAS 2026 (26/5/2026), GOE Alliance signed an MOU with DISSC — Danang's Innovation Center under the Ministry of Science & Technology — to co-build **Vietnam's first compliant on-chain innovation framework** under Resolution 259's sandbox model.
The signing ceremony was witnessed by Mr. Pham Hong Quat — Director of the National Innovation Center, Ministry of Science and Technology; Mr. Nguyen Thanh Hong — Director of the Department of Science and Technology, Da Nang City; and Mr. Ho Quang Buu — Vice Chairman of the People's Committee of Da Nang City.
For the first time, enterprises can develop real on-chain use cases in Vietnam under full regulatory oversight, with end-to-end support from the Web3 ecosystem.
